The VICMED initiative proposes an integrated navigation and multimodal transport corridor from Lake Victoria to the Mediterranean Sea. It is intended to connect Nile Basin countries through river, lake and supporting land-transport infrastructure and to improve access for landlocked countries to international ports and markets. The project's expected benefits include lower-cost movement of goods, improved regional trade and tourism, employment creation and stronger economic integration. It also requires careful assessment of water-resource, environmental, social, navigational and institutional implications across a large transboundary basin. The prefeasibility study, which involved consultation with the footprint countries, was completed in 2015 and approved in 2017 by the 3rd Steering Committee for VICMED. The feasibility study Phase 1 was completed in July 2019 and was funded through a US$650,000 grant from AfDB. It involved the development of an institutional and legal framework for VICMED and conducting a training needs assessment. It also involved preparing the terms of reference for Feasibility Study Phase 2 and carrying out training for countries on inland water transport, which took place in February.

The project will connect Mtwara Port with Mbamba Bay through southern Tanzania and provide branch lines to the Mchuchuma coal and Liganga iron-ore deposits. The PAP II concept covers approximately 1,000 km of standard-gauge railway and is designed for passenger speeds of up to 160 km/h and freight speeds of up to 120 km/h. The PAP II baseline was USD 5.5 billion at 2016 prices, excluding VAT; Tanzania's March 2026 PPP pipeline gives a current indicative estimate of approximately USD 5.6 billion. The railway is intended to form the transport backbone of the Mtwara Development Corridor. It would support movement of minerals, agricultural products, fuel, industrial inputs and general freight between inland production areas, Lake Nyasa and the Indian Ocean. Malawi, Mozambique, Tanzania and Zimbabwe are identified as beneficiaries in the PAP II record. Feasibility and preliminary design were completed before the current reporting period. Government reporting in 2023 described the next step as engagement of a transaction adviser to review the earlier feasibility work and prepare procurement documentation for selection of a PPP investor. The PPP model reflects the project's large capital requirement and the need to link railway demand with development of the mineral and agricultural base. In February 2026, Tanzania's Deputy Minister for Transport confirmed that feasibility and preliminary design had been completed and that the government was continuing to mobilise resources, including through public-private partnership arrangements. No official record reviewed confirms financial close, award of a railway works contract, contractor mobilisation or construction.

Tanzania is constructing the high speed electric standard gauge railway line from the port of Dar es Salaam to the inland Lake Victoria (at Mwanza) (1219 Km) with a target speed for passenger trains travelling at up to 160kph and cargo trains at up to 120kph and a branch from Isaka to Rusumo connects Keza in Kigali (371 Km)

Rehabilitation and upgrading of the 197 km of road which would be the first toll road in Tanzania (First 100 km 6 lanes and then 4 lanes). The project requires the construction of a new road, adjacent to the existing road, that will give drivers the choice between paying for a superior toll road, constructed to expressway standards, or making use of the existing road. The project comprises four and six lane carriageways, 8 interchanges, 7 toll plazas and weigh bridges as well as a number of bridges. Tanzania"’s Roads Act 2007 recognises the Dar es Salaam - Chalinze - Morogoro road section as part of the main TANZAM Highway and Central Corridor T-1 route which connects Dar es Salaam and its port with land locked neighbouring countries.

The project will deliver: (i) Reduced transport costs for landlocked EAC states (Uganda, Rwanda, Burundi) and neighbouring countries like DRC, by shifting cargo from long road hauls to lake shipping. (ii) Improved lake transport operations - more reliable schedules, safer routes, better intermodal links (road/rail/port). (iii) Increased investment in: - port and maritime infrastructure, - modern cargo and passenger vessels, - tourism and water sports around the lake. (iv) A safer navigation and security environment (fewer accidents, better emergency response). Port rehabilitation and construction will include: - Rehabilitation and expansion of Kisumu Port - Construction of Bukasa Inland Port near Kampala; - Upgrades in Mwanza, Bukoba, Musoma;

Development of new container terminal (berths 13 and 14) with dredging of the access channel at Dar es Salaam Port.

The Transborder Submarine Fiber PoPs, Regional Smart Hub Facility and Data Centre is a multi-country ICT infrastructure project under the PIDA Priority Action Plan 2 (PAP 2) 2021-2030. The project aims to interconnect Kenya and its neighbouring countries - Ethiopia, Somalia, South Sudan, Uganda, and Tanzania - by relaying Kenya's terrestrial fibre network connecting the submarine cables arriving at Mombasa to their borders through strategically placed Points-of-Presence (PoPs) and a high-capacity Smart Hub Data Centre. The project is coordinated through the East African Community (EAC) and the Intergovernmental Authority on Development (IGAD), and is aligned with Kenya Vision 2030, the ICT Infrastructure Masterplan, the Smart Africa and Digital Economy Blueprint, and the IGAD Regional Infrastructure Masterplan (IRIMP). It is structured as a Public-Private Partnership (PPP) and is considered a flagship project for regional digital integration under AU Agenda 2063. The project is complemented by the World Bank-funded Eastern Africa Regional Digital Integration Project (EARDIP), which supports EAC and IGAD as conduits of digital integration across Eastern Africa, covering Ethiopia, Somalia, South Sudan, and the two RECs in Phase I. A key enabling milestone was the official launch on July 18, 2025, of a 130 km cross-border terrestrial fibre link connecting Dar es Salaam (Tanzania) to Mombasa (Kenya) at the Lunga Lunga/Horohoro border, implemented by Tanzania Telecommunications Corporation (TTCL) and Kenya's ICT Authority (ICTA), operating at 1.6 Tbps and providing Tanzania access to Kenya's eight submarine cable landings. Kenya already has several sub-marine fibers landing in Mombasa and has already done terrestrial fiber connecting the sub-marine cable to the borders of the other partner countries (Busia border for Uganda, Mandera border for Somalia, Moyale border for Ethiopia, Nadapal border for South Sudan, Lunga-Lunga, Namanga and Holili border for Tanzania). The inter-connectivity infrastructure at the border points comprising 400 Gbps PoPs and Smart Hub data centre in Mombasa are lacking.

This project includes development of 3 new berths on the eastern side of Dar es Salaam port, linked by a bridge south of the existing dockyard and fronting the new Kigamboni city extension. The new berths will allow avoidance of access chanel limitations making it possible to handle 6th generation vessels.

Regional Rusumo Falls Hydroelectric Project (RRFHP) Development Objective is to increase the supply of electricity to the national grids of Rwanda, Tanzania and Burundi. It Comprises of construction of an 80 MW power plant including the associated generation substation. The project is jointly financed by the Governments of Rwanda, Burundi and Tanzania with credits and grants totaling to USD 340 million equivalent for the Civil Works and Electromechanical Works. AfDB parallel-financing is associated with the transmission lines to each of the three countries at a cost of USD 121 Million. These include 220kV transmission lines double circuit running 161 km from the power plant to Gitega substation in Burundi, 119km double circuit line from the Power plant to Shango sub-station in Rwanda and 98.2 km double circuit line from the power plant to Nyakanazi sub-station in Tanzania.The project has the following components CP1 (Civil Works); CP2 (Electromechanical works); Livelihoods Restoration Program (LRP); and Local Area Development Program (LADP). Out of the USD 340 million, the budget breakdown for each of the component is as follows: (i)LADP allocation is USD 15 million (USD 5 million for each country (Burundi, Rwanda and Tanzania); (ii)LRP allocation is about USD 711,612 (only for PAPs); and (iii)The remaining is for CP1, CP2, OE, and PIU operations.The three governments mandated and entrusted Nile Basin Initiative /Nile Equatorial lakes Subsidiary Action Program Coordination Unit (NBI/NELSAP CU) to coordinate the implementation of the project. The Nile Basin Trust Fund (NBTF) financed the Feasibility and Design Studies to a tune of USD 7.72 million. The studies were carried out from 2005 and completed in 2013. The studies were undertaken by NBI/NELSAP CU. The Project was approved by the World Bank in 2014; procurement of CP1 Contractor and CP2 Contractor was started in 2015 and completed and Contracts signed on 9th November, 2016; mobilization for construction works started in December 2016/January 2017; and the project completion date is 2021.

The project will enable a direct road link between the Central Corridor and Lake Victoria at Kigoma.

The approved project comprises a 98 km transmission line operating at 220 kV. It was identified as a least-cost transmission investment in the Tanzania Power System Master Plan and the East African Community Power System Master Plan. The line will connect the Ugandan and Tanzanian grids around the Lake Victoria zone and provide regional transmission capacity for electricity exchange. Verified implementation and technical context: The World Bank's current project design places the Ugandan investment within the Regional Energy Transmission, Trade and Decarbonization for Eastern Africa (RETRADE-EA) programme. It includes the 260 km Wobulenzi-Masaka-Mutukula line, extension of the Wobulenzi substation, a new Masaka substation, environmental and social mitigation, livelihood restoration, project-management support and institutional strengthening for integrated-system operation and regional power trade. UETCL is responsible for the Ugandan package, while TANESCO is responsible for the corresponding Tanzanian investments under intergovernmental and inter-utility coordination arrangements. Note: Because the current 400 kV configuration differs from the original 98 km, 220 kV original submission, the database preserves the baseline while clearly recording that the implementation programme has been technically reconfigured.

The Project aims to develop inland water transport infrastructure and services along the Akagera River to improve regional connectivity between Rwanda, Tanzania, and Uganda. The project involves river navigation improvements, construction of port facilities, acquisition of suitable vessels, and establishment of a sustainable operational framework. This environmentally friendly transport alternative will connect Lake Victoria to regions along the Akagera River, providing cost-effective transportation for both passengers and freight while reducing pressure on road infrastructure. The project will employ appropriate river transport technologies suited to the specific conditions of the Akagera River, which has varying depths and flow conditions across seasons. Key design elements include: - Shallow-draft vessels, - Modular port facilities adaptable to water level variations, - Environmentally sensitive river training works where necessary. - Solar power systems for port facilities; - Navigation aids and communication systems compliant with inland waterway standards; - Digital booking and cargo management systems; - Safety and emergency response equipment

The project is intended to create an inland-water transport connection from Lake Victoria through the Kagera/Akagera River to Kagitumba in eastern Rwanda. Its approximately 260 km scope may require river training, dredging, bank protection, cut-offs, navigation structures and inland-port development. The project would provide Rwanda with direct water access to Lake Victoria and connect regional cargo and passenger movements to existing lake ports and onward road and rail corridors. Technical preparation must address seasonal flows, sedimentation, protected ecosystems, hydraulic structures, navigation safety and harmonised cross-border regulation. The project reports a three-stage project cost of USD 298,082,400. The previously stored USD 815 million total is not supported as a like-for-like PAP II baseline by the uploaded validation documents. The active record is therefore corrected to USD 298.0824 million and classified as CAPEX because no separate preparation or operating-cost split is given. The older feasibility work and continuing regional recognition support retaining S2B rather than downgrading the project solely because recent public evidence is limited.

Construction of a transmission line that connects the power networks of Zambia, Tanzania and Kenya. This project initially included the section of 400kV, 1134km bidirectional Tanzanian section of the 2,800km ZTK interconnector from Kasama in Zambia to Tunduma-Mbeya-Iringa-Singida-Arusha in Tanzania terminating at Isinya in Kenya. The design capacity of the Tanzania section is 2000MW. The original concept for the ZTK Interconnector was a high voltage 330 kV transmission line going from Pensulo (Zambia) to Nairobi (Kenya) with three connection points in Tanzania (Mbeya, Singida and Arusha). At that time, Tanzania grid was operated at 220 kV. The original concept of the ZTK Interconnector has been replaced, by two interconnections between two national grids: the Kenya-Tanzania Interconnection and the Zambia-Tanzania Interconnection.

The project involves the modernisation of the Dar es Salaam Port, including upgrade to berths 1 to 7, deepening of the harbour, improveing cargo handling and port layout.

The Mara River Basin Project contributes to improved living conditions of the basin communities by creating an enabling environment for sustainable development-oriented investments and building capacity of riparian staff and communities in integrated water resources management and development. The project is preparing several investment proposals in the fields of water infrastructure, watershed management and irrigation infrastructure for subsequent funding within a consistent basin development strategy. This primarily irrigation project includes the Borenga Dam, will benefit 100,000 people, irrigate 8,340Ha in 13 villages of Serengeti and Butiama Districts, 2.85MW hydropower, water supply to 18 villages in Serengeti, Butiama and Tarime Districts in Tanzania.

The Serenje-Nakonde project road runs in a north eastern direction from Serenje in Zambia's Central Province to Nakonde (at the border post between Zambia and Tanzania) in the Northern Province covering a total distance of 611.5 km. The road is divided in 3 links: Link 1: Serenje to Mpika (238.3 km), Link 2: Mpika to Chinsali (164.6 k), Link 3: Chinsali to Nakonde (208.6 km) The Serenje-Nakonde road is part of the Regional Trunk Road Network (RTRN Link 15) as well as the Trans-African Highway Nr 4.

The Ngono Valley project (located in the western shores of Lake Victoria and shared by the Districts of Bukoba Rural and Missenyi) will develop a multipurpose reservoir, net irrigated agriculture of approximately 5,825 ha, generation of hydropower, as well as contribute towards sustainable land management of endangered sub-catchments in the Ngono River Basin. The proposed projects are part of the investment projects advanced by Tanzania to the NELSAP for projects preparation and which were prioritized through the NEL Multi-Sector Investment Opportunity Analysis. The project has been phased into two stages as follows: The project includes command areas and a canal for small scale farmers (stage 1), followed by stage 2 which includes a 17m high, 268 MCM Dam, Hydropower plant with installed capacity 1.65MW, mean annual energy production 8.7GWh, irrigation command areas for small- and large-scale farming and will have 100,000 beneficiaries including water supply to 23 villages in Missenyi and Bukoba Districts on the western shores of Lake Victoria, Tanzania. Feasibility studies, detailed design, ESIA have been done, and the project is now seeking implementation funding of USD 243m.

The project involves upgrading of missing links along part of the Central Corridor of Manyoni-Itigi-Tabora-Urambo-Kaliua-Kigoma: Nyahua to Chaya (90km), Urambo to Kaliua (33km), Kazirambwa to Chagu (40km) and Malagarasi to Uvinza (51km) from gravel to paved.

This project includes the section of 905km Zambian section of the 2,800km ZTK interconnector from Kabwe-Pensulo-Nakonde-Kasama in Zambia to Tunduma in Tanzania. The project was envisioned to be implemented in two phases starting with the Kabwe-Pensulo-Kasama-Nakonde section and the second phase would have comprised the Kabwe-Pensulo-Mpika-Kasama section. It will have had a capacity of 500MW, upgradable to 2000MW depending on power demand. The original concept for the ZTK Interconnector was a high voltage 330 kV transmission line going from Pensulo (Zambia) to Nairobi (Kenya) with three connection points in Tanzania (Mbeya, Singida and Arusha). At that time, Tanzania grid was operated at 220 kV. The original concept of the ZTK Interconnector has been replaced, by two interconnections between two national grids: the Kenya-Tanzania Interconnection and the Zambia-Tanzania Interconnection.

The Nsongezi Hydropower Project is a proposed run-of-river scheme on the Kagera River, located along the border between Uganda and Tanzania. The project is also regionally relevant, with potential power supply benefits to Rwanda. Although the project features a 20m high concrete dam on the Kagera River, reservoir storage and operation is such that the scheme effectively operates as a run-of-river scheme. The main role of the reservoir is to balance energy production gains with minimized environmental and social impacts. The hydropower plant will consist of an open-air powerhouse on the Ugandan side of the river, equipped with three vertical Kaplan turbines. Positioned downstream of the Kikagati Power Station, Nsongezi aims to fully utilize the hydropower potential of this 25 km stretch of the Kagera River. Turbine discharge is expected to be in the range of 220-250 m³/s, Power evacuation will be via a 35 km, 132 kV transmission line connecting the plant to Uganda's Mirama Hills substation. The project is included in Uganda's Second National Development Plan (NDPII) for the 2015/16 - 2019/20 period. It is also included in NELSAP's Investment Strategy Action Plan (2012).

This project includes the section of 400kV, 292km Iringa - Kisada - Mbeya transmission line, 122km of 400kV Mbeya - Tunduma transmission line and 4km of 400kV transmission line from Tunduma to Border of Zambia.Â

This project involved construction of water supply and sanitation systems, improving solid waste and storm water management, improving watershed management, improving urban planning and building capacity of urban authorities in 15 secondary towns in the Lake Victoria Basin. This project intends to meet the Millennium Development Goals and support secondary urban centers in the Lake Victoria Basins to contribute to the reversal of the pollution of the lake through improvements of sustainable water supply and sanitation infrastructure in 15 secondary towns within the Lake Victoria Basin. The selected towns were across East Africa countries with Burundi having 3 towns that included: Ngozi, Muyinga and Kayanza. In Kenya, Keroka, Kericho and Isebania were among the towns while in Rwanda, Kayonza, Nyagatare and Nyanza were identified. Tnazania had Geita, Sengerema and Nansio towns added while Uganda had Mayuge, Buwama-Kayabwe-Bukakata and Ntungamo. The implementation was launched in 2011 with approx. 110 MUSD grant funding from the African Water Facility. This component of LVWATSAN was called LVWATSAN Phase II. Africa Development Bank entered into a Contribution Agreement with UN-HABITAT to offer Technical Assistance and Capacity Building Programme. MWAUWASA was delegated to take the role of implementing authority for the 3 Tanzanian towns; Geita, Sengerema and Nansio, financed by AfDB.  The water supply has been improved for 784,470 residents of beneficiary towns across the Partner States.

The Kakono hydropower site is located on the Kagera River, Northwest Tanzania near the border with Uganda. As a key component of Tanzania's energy strategy, Kakono offers a strategic opportunity for expanding renewable energy, enhancing grid stability, and reducing dependency on fossil fuels. This run-of-river site, downstream among the potential locations on the Kagera River, aligns with national development goals. The Project will entail the construction of a concrete-faced rockfill dam (42 m high and 1,380 m long) and a gravity roller-compacted concrete dam (61 m high and 284 m long) producing a hydropower potential exploited through a powerhouse at the toe of the dam. The limited live reservoir storage volume of 90 Mm3 will allow the option of daily regulation of the river flow when necessary. The power plant will comprise two Kaplan turbines, each with a capacity of 43.9MW and a maximum combined discharge of is 3,16m3/s. The project will also include a 38.5 km long 220 kV transmission line to the existing substation at Kyaka and will be managed by Tanzania Electric Supply Company Limited (TANESCO). Preparations are well advanced and include a detailed Environmental and Social Impact Assessment (ESIA), completed in 2022.

The project involves the construction of a submarine optical fiber cable across Lake Tanganyika, connecting Kigoma in Tanzania to Kalemie in the Democratic Republic of the Congo (DRC). The cable is 186 km in length and will be deployed at lake depths reaching up to 1,470 meters. It will use G652D standard single-mode optical fiber with an initial capacity of 100 Gbps, expandable to several terabits per second using OTN over DWDM overlay technology. The primary component is the lake-bed cable, which will extend the existing Tanzania National ICT Broadband Backbone (NICTBB) into eastern DRC. The NICTBB, managed by Tanzania Telecommunications Corporation (TTCL) on behalf of the Government of Tanzania, already spans approximately 7,910 km and connects Tanzania to six neighboring countries: Zambia, Malawi, Kenya, Uganda, Rwanda, and Burundi. The project also includes establishing Points of Presence (PoPs) on both sides to facilitate interconnection and service delivery. The cable design incorporates specialized burial techniques and environmental safeguards to address seismic risks along the East African Rift. Joint environmental studies by TTCL and the Societe Congolaise des Postes et Telecommunications (SCPT) are being conducted to ensure compliance with the Ramsar Convention protecting Lake Tanganyika's biodiversity. This infrastructure is critical for digital integration within the East African Community (EAC) and the Economic Community of Central African States (ECCAS), providing a direct, high-capacity link that bypasses challenging overland routes. The project is recognized under the AUDA-NEPAD 2nd PIDA Priority Action Plan (2021-2030) as a key link for digital integration in East and Southern Africa. The government of Tanzania constructed a National ICT Broadband Backbone (NICTBB) connecting all Regions in Tanzania and cross boarder connectivity to Zambia, Malawi, Kenya, Uganda, Rwanda and Burundi. The NICTBB has a total length of 7,910Km. The aim of NICTBB is to provide connectivity to all neighboring countries. Now the government is planning to connect with DRC by construction of optical fiber cable. The ideal of connection is between Kigoma in Tanzania and Kalemie in DRC, where the submarine optical fiber cable will be constructed. To achieve direct cross border link across lake Tanganyika, it will requires understanding of lake Tanganyika's bottom terrain and hydrology, landscape of beach sides, assessment of risks for marine activity and analysis of environmental factors for an in-depth design. The process will need to involve desk study, preliminary system design, route survey then detailed system design, which will determine the requirements for its implementation and operation. However, for generic understanding of requirements, we have identified possible locations of cable landing points along the shores of lake Tanganyika. The direct water distances between the two points is approximate to 150km with 1,470m considered as possible maximum depth of lake Tanganyika. Therefore considering that the cable will need to be layed down at the bottom of the lake, about 200km of submarine OFC could be needed for laying between the two points.

PEAT-WISE was conceived to address the growing threats to peatlands caused by unsustainable practices such as drainage for agriculture, burning, and peat extraction. These activities have led to land degradation, biodiversity loss, and greenhouse gas emissions. The project recognizes that peatlands are globally significant ecosystems because they store vast amounts of carbon, regulate water flows, and support diverse flora and fauna. The project's core objectives include: • Restoration and protection of peatlands in the Akanyaru and Nyabarongo wetlands, which are among the largest peatland complexes in the Nile Basin. • Climate change mitigation and resilience, by conserving peatlands as carbon sinks and enhancing their role in flood regulation and water storage. • Sustainable livelihoods development, promoting eco-friendly land use practices that allow local communities to benefit economically while reducing environmental harm. • Capacity building and policy support, strengthening institutional frameworks in Rwanda and Burundi for transboundary ecosystem management. • Regional cooperation, fostering collaboration between the two countries to jointly manage shared wetlands and peatlands within the Kagera River Basin. The project comprise of the following: (1) complete or initiate dredging of port of Mwanza to restore design depths of generally around 6 m on approach to, in anchorage and along Berths; (2) establish a watercourse management system to minimize soil erosion and sedimentation at ports; and (3) rehabilitating or establishing of areas and ramps to accommodate vehicles (in particular MAFI trailers and forklifts) involved with RoRo operations at ports.

The SADC Regional Carrier-Neutral Data Centre a strategic ICT infrastructure project under the PIDA Priority Action Plan 2 (PAP2) to develop a Tier III certified, carrier-neutral data centre to serve as the primary regional digital hub for the Southern African Development Community (SADC). The facility is designed to host the SADC Regional Internet Exchange Point (IXP), ICANN Root Server Instances, and cloud services infrastructure. Tier III certification guarantees 99.982% uptime with a maximum of 1.6 hours (95 minutes) of downtime annually, N+1 fault tolerant systems, and 72-hour power protection. The project is structured as a public-private partnership (PPP) with an estimated total facility investment of USD 10 million. The project institution is the SADC Secretariat, SATA, and the hosting country. Beneficiary countries include all 16 SADC member states: Angola, Botswana, Comoros, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia, and Zimbabwe. The Digital Investment Facility (DIF), an EU co-funded service, is conducting a comprehensive feasibility, market, and regulatory study to enhance the bankability of the project and facilitate investor engagement. As of late 2025, a competitive evaluation process is underway to select the host country for the SADC Regional IXP component, with Botswana (via BoFiNet and its newly launched Digital Delta Data Centre) and a Zimbabwean entity shortlisted in the final evaluation stage. A data center is a critical information infrastructure. It complements IXPs to rely less on international transit for Internet. During the COVID-19 pandemic, the Internet has shown to a be an absolute prerequisite of modern living and a tool that can be used to protect people, save lives, to enable people to telecommute, students to keep up with their studies and for everyone to keep in touch with their families and friends. Most online content, tools and services used were hosted outside the region and this placed a lot of strain on the costly International Internet links. A data center is the digital heart of each public or private network providing access to data and services via the Internet.

The project involves the extension of the Tanzania National ICT Broadband Backbone (NICTBB) southwards to connect with Mozambique's national backbone via the Mtambaswala border crossing. The primary component is the construction of a 72-kilometre cross-border terrestrial fiber optic link along the Mangaka-Mtambaswala route in the Mtwara and Ruvuma regions of Tanzania, with transmission systems installed at Mtambaswala and Masasi stations. The project also includes construction of the fiber optic layout, power and transmission equipment, mechanical building, guard booth, and associated civil works. The technical specification includes the deployment of Single Mode Optical Fiber type G652D with OTN over DWDM transmission technology, operating at a capacity of up to 1.6 terabits per second. The project was contracted to M/s Raddy Fiber Solution in January 2021 at a cost of TSh 2.4 billion (approximately USD 1 million), funded by the Government of Tanzania. Construction commenced in March 2021 and the Tanzania-side infrastructure was delivered to the Mtambaswala border by 2023, with the link confirmed operational and Mozambique listed among Tanzania's six digitally interconnected neighbours by September 2024. The project aims to create a resilient, high-capacity digital corridor, enabling both countries to access multiple submarine cable systems (EASSy and SEACOM) landed in Tanzania and Mozambique, thereby providing redundancy and reducing international bandwidth costs. The project is a key component of the SADC Regional Infrastructure Development Master Plan and the Programme for Infrastructure Development in Africa (PIDA), code. Government of Tanzania constructed a National ICT Broadband Backbone (NICTBB) connecting all Regions in Tanzania and cross boarder connectivity to Zambia, Malawi, Kenya, Uganda, Rwanda and Burundi. The NICTBB has a total length of 7,910Km. The aim of NICTBB is to connect all neighboring countries. Now the government is planning to connect Mozambique so that to enable access of submarine cables landed in both countries. This connect will increase the reliability of the sea cables in the SADC and EAC regions.

The programme will contribute to the reduction of emissions estimated to be 149,505,100 tCO2-eq. This estimation is based on 2006 IPCC Guidelines for National Greenhouse Gas Inventories and National estimation methods. The following is breakdown of the estimation: (a) 2,974,102ha Forest ecosystems to be conserved *50tons of Carbon dioxide Sequestration per year=148,705,100 (tCO2-eq); and (b) Soil Organic Carbon stock of the agriculture land to be well managed of 1milion ha*80ton/ha/year= 80,000,000 tCO2-eq). This estimation is additional to the National Designated Authorities targets of Burundi, Kenya, Rwanda, Tanzania and Uganda conditional and unconditional objective (INDCs) by 2030 which is to reduce 397,917,000 tCO2-eq. by 2030.Therefore with the contribution of this regional programme, the total contribution of East African Community (EAC) Partner States to global efforts to reduce GHG will increase from reduction of 397,917,000 tCO2-eq to reduction of 547,422,100 tCO2-eq (149,505,100 +397,917,000) by 2030. Direct beneficiaries are 16, million vulnerable (farmers); and indirect 15.5milion people (benefiting from improved ecosystem services) out of 45milion people in LVB. This is 70% of total population. Gender wise 40% will be women (it is less than 50% since most of women don't own land but are more vulnerable compared to men and capacity building is important to them) and 50%men and 10% youth.
