The Northern Corridor Standard Gauge Railway is intended to create an interoperable regional railway from the Indian Ocean port of Mombasa to Uganda and Rwanda, with an additional link to South Sudan. The approved route begins with the approximately 480 km Mombasa-Nairobi section, continues approximately 120 km to Naivasha and then extends westward through Kenya to Malaba. In Uganda, the principal eastern section links Malaba with Kampala, with further planned connections towards Rwanda and a northern branch through Gulu and Nimule to Juba. The railway is designed for high-speed passenger operations of up to 160 km/h and high-capacity freight services. Its strategic function is to complement the heavily used Northern Corridor road network, reduce transport costs and transit times, improve port-hinterland connectivity and support regional trade and industrial development. The programme must be reported as a regional umbrella rather than as a single homogeneous construction contract. Kenya has completed and operates the Mombasa-Nairobi and Nairobi-Naivasha sections. Uganda has undertaken design, land acquisition, stakeholder engagement and contractor procurement for the Malaba-Kampala section. Rwanda and South Sudan remain dependent on completion and sequencing of the upstream sections and on regional financing and implementation agreements. Uganda's official transport reporting records engagement of Yapi Merkezi for the eastern route and subsequent pre-construction and right-of-way work. Official FY2025/26 and FY2026/27 budget documents contain construction targets for the Malaba-Kampala section, but targets are not the same as verified completed works. The project is therefore coded at S4A for the latest period because an implementation contract and preparatory activities exist, while full physical construction of the regional programme and regional commissioning have not been demonstrated. The USD 19.2 billion value remains the approved PAP II regional baseline. Segment costs, national budget allocations and financing arrangements should not be substituted for that full-scope estimate unless an approved consolidated regional cost update becomes available.

The VICMED initiative proposes an integrated navigation and multimodal transport corridor from Lake Victoria to the Mediterranean Sea. It is intended to connect Nile Basin countries through river, lake and supporting land-transport infrastructure and to improve access for landlocked countries to international ports and markets. The project's expected benefits include lower-cost movement of goods, improved regional trade and tourism, employment creation and stronger economic integration. It also requires careful assessment of water-resource, environmental, social, navigational and institutional implications across a large transboundary basin. The prefeasibility study, which involved consultation with the footprint countries, was completed in 2015 and approved in 2017 by the 3rd Steering Committee for VICMED. The feasibility study Phase 1 was completed in July 2019 and was funded through a US$650,000 grant from AfDB. It involved the development of an institutional and legal framework for VICMED and conducting a training needs assessment. It also involved preparing the terms of reference for Feasibility Study Phase 2 and carrying out training for countries on inland water transport, which took place in February.

The Oubangui River crossing between Bangui and Zongo is a missing physical link between the Central African Republic and the Democratic Republic of Congo. The project is designed as more than a stand-alone bridge: it also includes missing road sections and facilitation measures on two regional corridors extending through the DRC towards Uganda and Burundi. The Bangui-Kisangani-Kampala corridor contributes to the continuity of the Lagos-Mombasa Trans-African Highway, while the Kisangani-Bujumbura corridor supports a direct connection between Central and East Africa. The programme is intended to reduce transport discontinuities, improve border movement and support trade among Burundi, the Central African Republic, the Democratic Republic of Congo and Uganda. The PAP II submission described an estimated road programme of approximately 2,700 km together with the river bridge. This broad scope explains why the original full-programme estimate is materially higher than later figures referring only to the bridge, preparation operation or a priority implementation phase. These figures must not be combined or substituted without defining the relevant scope. The AfDB financed a feasibility-study operation covering the bridge, missing corridor links and transport and trade facilitation. Completion reporting issued in 2024 confirms completion of that preparation operation. This supports S2B - Feasibility, but not project structuring or construction unless subsequent official records show an approved delivery structure, financing plan and procurement process. The next requirements are to confirm the investment scope to be taken forward, update cost estimates and designs where necessary, agree implementation responsibilities among the participating states and ECCAS, structure financing and prepare the procurement and safeguard instruments required for implementation.

Rehabilitation and upgrading of the 197 km of road which would be the first toll road in Tanzania (First 100 km 6 lanes and then 4 lanes). The project requires the construction of a new road, adjacent to the existing road, that will give drivers the choice between paying for a superior toll road, constructed to expressway standards, or making use of the existing road. The project comprises four and six lane carriageways, 8 interchanges, 7 toll plazas and weigh bridges as well as a number of bridges. Tanzania"’s Roads Act 2007 recognises the Dar es Salaam - Chalinze - Morogoro road section as part of the main TANZAM Highway and Central Corridor T-1 route which connects Dar es Salaam and its port with land locked neighbouring countries.

The power plant will be located on the Ruzizi River, which forms the common border between Rwanda and the Democratic Republic of Congo, approximately five kilometres west of Bugarama in Rwanda's Western Province. Ruzizi IV will be developed near the existing Ruzizi I and II plants and the planned Ruzizi III plant. The facility is planned as the fourth hydropower station in the cascade, with an installed capacity of 287 MW. The generated electricity will be shared equally among Burundi, the Democratic Republic of Congo and Rwanda. Verified implementation and technical context: The project is being prepared through regional institutions responsible for the Ruzizi basin and Great Lakes electricity cooperation. AfDB records describe a 287 MW plant intended to complete development of the remaining hydropower potential in the cascade. The preparation programme includes engineering and planning studies, environmental and social analysis, institutional arrangements, financial modelling and the definition of an implementation structure that can serve all three participating countries. Any current profile must avoid importing financing, procurement or construction milestones from Ruzizi III, which is a separate project with a different development history.

Regional Rusumo Falls Hydroelectric Project (RRFHP) Development Objective is to increase the supply of electricity to the national grids of Rwanda, Tanzania and Burundi. It Comprises of construction of an 80 MW power plant including the associated generation substation. The project is jointly financed by the Governments of Rwanda, Burundi and Tanzania with credits and grants totaling to USD 340 million equivalent for the Civil Works and Electromechanical Works. AfDB parallel-financing is associated with the transmission lines to each of the three countries at a cost of USD 121 Million. These include 220kV transmission lines double circuit running 161 km from the power plant to Gitega substation in Burundi, 119km double circuit line from the Power plant to Shango sub-station in Rwanda and 98.2 km double circuit line from the power plant to Nyakanazi sub-station in Tanzania.The project has the following components CP1 (Civil Works); CP2 (Electromechanical works); Livelihoods Restoration Program (LRP); and Local Area Development Program (LADP). Out of the USD 340 million, the budget breakdown for each of the component is as follows: (i)LADP allocation is USD 15 million (USD 5 million for each country (Burundi, Rwanda and Tanzania); (ii)LRP allocation is about USD 711,612 (only for PAPs); and (iii)The remaining is for CP1, CP2, OE, and PIU operations.The three governments mandated and entrusted Nile Basin Initiative /Nile Equatorial lakes Subsidiary Action Program Coordination Unit (NBI/NELSAP CU) to coordinate the implementation of the project. The Nile Basin Trust Fund (NBTF) financed the Feasibility and Design Studies to a tune of USD 7.72 million. The studies were carried out from 2005 and completed in 2013. The studies were undertaken by NBI/NELSAP CU. The Project was approved by the World Bank in 2014; procurement of CP1 Contractor and CP2 Contractor was started in 2015 and completed and Contracts signed on 9th November, 2016; mobilization for construction works started in December 2016/January 2017; and the project completion date is 2021.

Widening of the road from 6m to 7m with a paved shoulder to harmonise with EAC standard. The Muyinga-Gitega road is about 104 km on the RN12. This road forms part of the shortest route to the port of Dar es Salaam and carries 60% of international traffic with Burundi.

The project is intended to create an inland-water transport connection from Lake Victoria through the Kagera/Akagera River to Kagitumba in eastern Rwanda. Its approximately 260 km scope may require river training, dredging, bank protection, cut-offs, navigation structures and inland-port development. The project would provide Rwanda with direct water access to Lake Victoria and connect regional cargo and passenger movements to existing lake ports and onward road and rail corridors. Technical preparation must address seasonal flows, sedimentation, protected ecosystems, hydraulic structures, navigation safety and harmonised cross-border regulation. The project reports a three-stage project cost of USD 298,082,400. The previously stored USD 815 million total is not supported as a like-for-like PAP II baseline by the uploaded validation documents. The active record is therefore corrected to USD 298.0824 million and classified as CAPEX because no separate preparation or operating-cost split is given. The older feasibility work and continuing regional recognition support retaining S2B rather than downgrading the project solely because recent public evidence is limited.

The Ruvyironza Multipurpose Water Resources Development Project (PIDA Code: BIP_NELSAP_017) is a major infrastructure initiative in Burundi. The project's core component is the construction of a multipurpose dam on the Ruvyironza River, a tributary of the Kagera River. The primary purposes are irrigation, hydropower generation, and water supply. The dam is expected to create a reservoir with a surface area of approximately 11 square kilometers, inundating about 11 km of the Gitega-Ngozi highway, the Kibaya Bridge, and the Kibaya river gauge. The project scope includes: 1) Development of 14,674 hectares of irrigated agriculture across five provinces (Cankuzo, Gitega, Karuzi, Muyinga, Ruyigi); 2) Installation of a 22 MW hydropower plant; 3) Provision of water for municipal and livestock supply, and aquaculture; 4) Catchment restoration activities upstream of the dam (covering a 1,999 km2 area) to address land degradation. The project preparation phase, managed by the Nile Equatorial Lakes Subsidiary Action Program (NELSAP), includes comprehensive feasibility studies, detailed design, Environmental and Social Impact Assessment (ESIA), Resettlement Action Plan (RAP), and tender document preparation.

The Kayanza- Bugarama road is about 59 km on the RN1. It originates from Bugarama and terminates in Kayanza City. This road forms part of the trade route with Rwanda.

This project involved construction of water supply and sanitation systems, improving solid waste and storm water management, improving watershed management, improving urban planning and building capacity of urban authorities in 15 secondary towns in the Lake Victoria Basin. This project intends to meet the Millennium Development Goals and support secondary urban centers in the Lake Victoria Basins to contribute to the reversal of the pollution of the lake through improvements of sustainable water supply and sanitation infrastructure in 15 secondary towns within the Lake Victoria Basin. The selected towns were across East Africa countries with Burundi having 3 towns that included: Ngozi, Muyinga and Kayanza. In Kenya, Keroka, Kericho and Isebania were among the towns while in Rwanda, Kayonza, Nyagatare and Nyanza were identified. Tnazania had Geita, Sengerema and Nansio towns added while Uganda had Mayuge, Buwama-Kayabwe-Bukakata and Ntungamo. The implementation was launched in 2011 with approx. 110 MUSD grant funding from the African Water Facility. This component of LVWATSAN was called LVWATSAN Phase II. Africa Development Bank entered into a Contribution Agreement with UN-HABITAT to offer Technical Assistance and Capacity Building Programme. MWAUWASA was delegated to take the role of implementing authority for the 3 Tanzanian towns; Geita, Sengerema and Nansio, financed by AfDB.  The water supply has been improved for 784,470 residents of beneficiary towns across the Partner States.

The Bugarama- Bujumbura road is about 35 km on the RN1, and forms part of the Central Corridor.

The project area covers the Akanyaru marshland, the Lakes Cyohoha and Rweru and their watersheds shared by Rwanda and Burundi, and is located in the Akanyaru sub-basin and the downstream Nyabarongo sub-basin, both being part of the Kagera sub-basin shared by Rwanda, Burundi, Uganda and Tanzania. The project area has experienced a steady decline in the level of ecosystem services from being the food basket of Rwanda and Burundi in the 1960s with widespread forest area and plenty of rainfall to its current status of frequent drought, soil erosion and lack of grazing land. The objective of this project is to enhance: Co-ordination, sustainable development, management and utilization of the Lakes Cyohoha, Rweru, Akanyaru marshland environment, including water and fisheries resources production Contribute to poverty reduction and the reversal of environmental degradation in the Bugesera region shared by Rwanda and Burundi, especially in the Rweru and Cyohoha lakes basins and Akanyaru marshland. The project aims to develop 4,200ha irrigated land; 2.5 million agroforestry trees; 765ha riverbank & lake shores protected; restocking of 2 lakes; support to 9 fishermen cooperatives; 1 million beneficiaries including 4,500 fisher folks and improved capacity of more than 6,500 farmers. In more detail: Integrated Agriculture and Watershed Development and Management: Nearly 2,000 ha of irrigated land set up with hillside irrigation techniques and effective marshland management, more than 6,500 farmers with improved capacities on improved seeds, dairy cows and post-harvest infrastructures Watershed management: Mechanisms and capacities for joint water monitoring and management in place and operational, Protection of 765 ha of lakeshores and Akanyaru riverbanks with fodder grass, agroforestry, fruit, bamboo and indigenous tree species. Conservation of aquatic ecosystems and biodiversity through restoration of lakes shores, spawning sites and catchments and joint mechanisms for fishery and water resources monitoring and management Fisheries Resources Development and Management: Restock of the 2 lakes with 1,000,000 tilapia fingerlings, support construction of fishery infrastructures and strengthen capacities of 9 fishermen cooperatives and key stakeholders for sustainable fishery development. Regional Integration and peace building through harmonized policies frameworks Capacity building and development: Capacity building for alternative livelihood and by commodity chain of 4,500 beneficiaries from fishery, farmers and agriculture cooperatives, 50% being women. Leading to poverty reduction and improved food security. This component also specifically addresses knowledge generation and dissemination systems to monitor specific risks and threats, notable climate change and variability. The project is ready for implementation and requires funding of USD 95m over 4 years implementation to enable the project to become financially self-sufficient.

The Development of Data Centre Infrastructures Underpinning the Digital Economy is a regional ICT programme under the Economic Community of Central African States (ECCAS). It envisions establishing six new data centres in Burundi, Central African Republic, Sao Tome and Principe, Chad, Equatorial Guinea, and Gabon, alongside the reinforcement of five existing centres in Angola, Republic of Congo, Cameroon, Rwanda, and the Democratic Republic of Congo. The programme is grounded in the Consensual Master Plan for the Development of Electronic Communications Infrastructure in Central Africa (PACDICE-AC), established in 2019, which identified data centre development as a regional priority. The project was formally included in the PIDA Priority Action Plan 2 (PIDA PAP2, 2021-2030) in 2020. Total programme investment is estimated at USD 92.5 million across all components. The programme aims to secure Central African cyberspace, build user confidence in digital services, and regionalise intra-ECCAS data exchange to reduce latency and improve access times. Key challenges include implementation complexity across 11 countries, technical coordination requirements, and funding mobilisation for pre-feasibility and feasibility studies. Regional project under PIDA PAP 2 (2021-2030) to provide and strengthen each ECCAS Member State with high bandwidth fiber optic connectivity and establish a sub-regional data hosting centre in the ECCAS space. The project covers all 11 ECCAS member states (Angola, Burundi, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Equatorial Guinea, Gabon, Republic of Congo, Rwanda, and Sao Tome and Principe) and aims to create a comprehensive broadband backbone network across Central Africa. The initiative builds on prior work undertaken by the World Bank, PPIAF, and the ITU to address connectivity gaps in the ECCAS sub-region and renew momentum for ECCAS and CEMAC harmonization efforts. Core objectives include securing regional cyberspace, building digital trust, ensuring data sovereignty, and enabling cross-border connectivity. The ECCAS region faces significant ICT access deficits, with only 10.2 internet access lines per 1,000 inhabitants compared to 61.8 for the continent as a whole. The road is currently paved with bitumen and needs upgrading to asphalt concrete as well as carriageway expansion from 6 meter to 7 meters. The Kobero-Muyinga is on the RN6. This road forms part of the shortest route to a trade port (Dar es Salaam), and carries 60% of international traffic with Burundi.

RN18 is a 56km road on the Central Corridor along the RN7- RN18- RN16 route and is a conduit for movement of traffic from Tanzania to Gitega and Bujumbura. RN18 requires upgrading from gravel to asphalt concrete and expansion of the carriageway from 6 metres to 7 metres.

PEAT-WISE was conceived to address the growing threats to peatlands caused by unsustainable practices such as drainage for agriculture, burning, and peat extraction. These activities have led to land degradation, biodiversity loss, and greenhouse gas emissions. The project recognizes that peatlands are globally significant ecosystems because they store vast amounts of carbon, regulate water flows, and support diverse flora and fauna. The project's core objectives include: • Restoration and protection of peatlands in the Akanyaru and Nyabarongo wetlands, which are among the largest peatland complexes in the Nile Basin. • Climate change mitigation and resilience, by conserving peatlands as carbon sinks and enhancing their role in flood regulation and water storage. • Sustainable livelihoods development, promoting eco-friendly land use practices that allow local communities to benefit economically while reducing environmental harm. • Capacity building and policy support, strengthening institutional frameworks in Rwanda and Burundi for transboundary ecosystem management. • Regional cooperation, fostering collaboration between the two countries to jointly manage shared wetlands and peatlands within the Kagera River Basin. Expected Impacts • Environmental: Reduced greenhouse

The programme will contribute to the reduction of emissions estimated to be 149,505,100 tCO2-eq. This estimation is based on 2006 IPCC Guidelines for National Greenhouse Gas Inventories and National estimation methods. The following is breakdown of the estimation: (a) 2,974,102ha Forest ecosystems to be conserved *50tons of Carbon dioxide Sequestration per year=148,705,100 (tCO2-eq); and (b) Soil Organic Carbon stock of the agriculture land to be well managed of 1milion ha*80ton/ha/year= 80,000,000 tCO2-eq). This estimation is additional to the National Designated Authorities targets of Burundi, Kenya, Rwanda, Tanzania and Uganda conditional and unconditional objective (INDCs) by 2030 which is to reduce 397,917,000 tCO2-eq. by 2030.Therefore with the contribution of this regional programme, the total contribution of East African Community (EAC) Partner States to global efforts to reduce GHG will increase from reduction of 397,917,000 tCO2-eq to reduction of 547,422,100 tCO2-eq (149,505,100 +397,917,000) by 2030. Direct beneficiaries are 16, million vulnerable (farmers); and indirect 15.5milion people (benefiting from improved ecosystem services) out of 45milion people in LVB. This is 70% of total population. Gender wise 40% will be women (it is less than 50% since most of women don't own land but are more vulnerable compared to men and capacity building is important to them) and 50%men and 10% youth.

The project comprise of the following: (1) complete or initiate dredging of port of Bujumbura to restore design depths of generally around 6 m on approach to, in anchorage and along Berths; (2) establish a watercourse management system to minimize soil erosion and sedimentation at ports; and (3) rehabilitating or establishing of areas and ramps to accommodate vehicles (in particular MAFI trailers and forklifts) involved with RoRo operations at ports.

The AXIS Project aims to facilitate the development of an African internet infrastructure through policy and regulatory reform, capacity building and technical assistance. Development of an African internet infrastructure refers to the establishment of regional internet exchange points (IXPs) and internet carriers. The AXIS Project is being implemented through two phases. Phase I consists of capacity building to support the establishment of national IXPs through providing a series of two workshops for stakeholders and the Internet Service Provider Association (ISPA) on  I) best practice and benefits of IXP and II) technical assistance through workshops which will cover the technical and administrative skills needed to set up, operate, and administer an IXP. Phase II focuses on supporting establishment of Regional IXP and Regional Internet Carrier through provisioning Capacity building workshops on best practice and benefits of setting up RIXP/IC and providing technical assistance. The AXIS Project is a flagship project of the African Regional Action Plan on Knowledge Economy (ARAPKE) endorsed by the African Union Executive Council.

The project supports operationalisation of the Single African Air Transport Market by addressing the infrastructure and airspace-management constraints that limit safe, efficient and competitive air transport. It covers both physical aviation infrastructure, including airports and air-navigation systems, and the institutional and technical architecture required for a seamless African airspace. The master plan is expected to consolidate national and regional plans, forecast traffic and capacity needs, identify infrastructure gaps, prioritise investments and develop an implementation roadmap. The seamless airspace component is intended to promote harmonised procedures, performance-based navigation, flexible routes, common surveillance-code arrangements and interoperable CNS/ATM systems. The African Union Commission and AFCAC are the principal continental institutions, working with ICAO, regional economic communities, air-navigation service providers, civil-aviation authorities and industry stakeholders. All African Union member states are beneficiaries. A continent-wide aviation infrastructure gap analysis was completed and validated in 2023. Official ICAO and AFCAC reporting in 2024-2026 indicates that its results are being used to refine the air-navigation master strategy and identify bankable national and regional projects. The 2026 AU Assembly still called for mobilisation of financing for development of the Continental Aviation Infrastructure Master Plan.

Construction of Rusizi/Bakavu One-Stop Border Post between Burundi and DRC, with Bakavu on the DRC side and Rusizi on the Burundi side. The OSBP lies on the Central Corridor.

The One - Stop - Border - Post (OSBP) is juxtaposed. Offices in Burundi and Tanzania are located in each country at a certain distance from the borderline. In offices, the different Officers (from both countries) are seated side by side and all sevices are done simultaneously.The construction of all offices in Burundi and Tanzania has been funded by Trade Mark Africa.

Construction of DRC section of the fibre optic link between Kinshasa (DRC) and Kigali/Bujumbura (Rwanda/Burundi). EDIT : This project involves the roll out of a fiber optic backbone linked to regional network to improve quality and reduce costs of communications services. The project links the DRC to Rwanda and Burundi and to the East African countries networks and will offer redundancy loops for these networks with DRC and the countries in the region.

The project scope will cover construction of the first nine deep sea berths at the Lamu Port in Manda Bay to contain Crude Oil and Coal Terminals, General Cargo and Bulk Cargo Terminals.  This may involve some of all of the following activities, i.e. dredging and reclamation; construction of berths and yards; construction of revetment, causeway and road; construction of buildings and utilities; procurement of equipment and tug boats; etc.  

Upgrading of the Bujumbura-Rumonge-Nyanza Lac-Mugina (RN3) road will improve trade, transport and tourism in the East African region. The road has 3 main sections: 1) Bujumbura-Rumonge (78 km): Studies of its upgrading are ongoing, NEPAD/IPPF funds; 2) Rumonge-Nyanza Lac (45 km): Works are planned, funds from AfDB; 3) Nyanza Lac-Mugina (45 km): Upgrading completed.

Upgrading of the access road to the Port of Kigoma (Tanzania) by the Lake Tanganyika.
