Upgrading of the 1,602 km of single carriageway road from Libreville (Gabon) to Brazzaville (Congo). In particular, this project involves the section in Gabon, from Libreville to the border with Congo.
The project aims to establish reliable maritime links among the principal Comoros islands, particularly Moroni on Grande Comore, Fomboni on Mohéli and Mutsamudu on Anjouan. The wider implementation concept includes port rehabilitation and resilience, navigation and safety systems, vessels or service arrangements and improved movement of passengers and cargo.
The project submission was a preparation-stage concept and identified USD 2 million for feasibility studies and designs. The database had previously mixed unsupported physical and financial values.
The World Bank inter-island connectivity operation and the AfDB maritime-corridor programme provide strong evidence that related port and maritime-safety components have moved into financed implementation.
The project is therefore coded at S4A for 2025-2026. This recognises financed implementation and procurement preparation while avoiding an unsupported S4B construction claim. Country-table changes are excluded because the database does not yet distinguish Comoros as the project state from other beneficiary or regional entries.

TransportToliara Port Expansion and Modernisation Initiative
The Toliara Port Expansion and Modernization Initiative aims to significantly upgrade the infrastructure and capacity of Toliara's port, a key logistical hub in southwestern Madagascar. The project will focus on expanding port facilities to accommodate larger vessels, improving cargo handling efficiency, and enhancing safety standards. Additionally, modern technology and sustainable practices will be integrated into port operations, ensuring long-term resilience and environmental sustainability.
The programme is intended to identify, rehabilitate and create cross-border centres as multiservice logistics zones along the Trans-Maghreb corridor. Potential functions include freight consolidation, warehousing, customs and border processing, parking, maintenance, driver services, information systems and links to ports, roads and railways.
The programme covers the five Arab Maghreb Union countries: Algeria, Libya, Mauritania, Morocco and Tunisia. It is a regional logistics and trade-facilitation programme rather than one physical asset at a single site.
Current regional corridor studies may identify logistics needs, but national border-zone or logistics investments cannot automatically be treated as implementation of this exact programme.
