Noépé OSBP

PIDA Code: T.12.02.02

Project Overview

The Noépé/Akanu Joint Border Post links Togo and Ghana and combines border controls in a shared facility. It is intended to reduce clearance times and improve movement along the regional coastal corridor. The facility is operational, with 2026 support focused on signage, traveller information and operating efficiency.

Description

The Noépé One-Stop Border Post (OSBP) is a key infrastructure project on the Abidjan-Lagos Corridor, located at the Ghana-Togo border. The project involves the construction of a modern, integrated border facility on the Togolese side at Noépé, opposite Aflao in Ghana. The scope includes constructing new administrative buildings, inspection bays, parking areas, and associated infrastructure (water, sanitation, ICT) to facilitate joint border operations. The project is designed to implement the OSBP concept, harmonizing procedures between Ghana and Togo to create a single customs and immigration control point.

Objectives

1. Reduce border crossing time for goods and passengers by at least 30% (target). 2. Decrease trade transaction costs along the corridor. 3. Enhance coordination and information sharing between Ghanaian and Togolese border agencies (Customs, Immigration, etc.). 4. Simplify and harmonize border clearance procedures in line with regional protocols. 5. Ease chronic congestion at the existing Aflao-Noépé border crossing points.
