The project will develop the Booué and Tsengué-Lélédi hydropower sites in Gabon and construct associated 400 kV transmission lines to neighbouring Central African countries. The concept provides 411 MW at Booué and 300 MW at Tsengué-Lélédi.
The Government of Gabon concluded a 2025 partnership for preparation of studies for both sites and, on 22 July 2026, signed a further protocol with EDF Power Solutions and Gabon Power Company to accelerate the approximately 400 MW Booué component.
At Booué, the project will develop an intake dam, headrace canal and a power station equipped with five Kaplan units with total installed capacity of 411 MW. At Tsengué-Lélédi, it will develop an intake dam, four penstocks and a power station equipped with four Francis units with total installed capacity of 300 MW. Associated 400 kV transmission lines will connect the generation sites with Cameroon, the Republic of Congo and Equatorial Guinea and supply communities located along the high-voltage routes.
Verified implementation and technical context: The current government strategy links Booué and Tsengué-Lélédi to energy sovereignty, industrial development and increased use of low-carbon generation. The October 2025 memorandum concerns preparation of construction studies for both hydropower sites. The July 2026 mutual-commitment protocol is more specific to Booué and establishes a framework for advancing the dam to international technical, environmental and governance standards. The protocol is an important project-development milestone, but it must not be presented as financial close or construction of the complete two-site and regional-transmission programme.
Increase Gabon's installed electricity generation capacity by approximately 400 MW (Booue) and 150-180 MW (Tsengue-Leledi) of renewable hydropower on the Ogooue River. Reduce dependence on expensive thermal generation, lowering electricity production costs and greenhouse gas emissions in line with Gabon's Nationally Determined Contribution (NDC) targeting at least 50% GHG reduction. Provide reliable and affordable electricity to support the growth of the mining and industrial sectors, including the Belinga iron ore mining project and the future Kobe-Kobe deep-water port. Interconnect electricity grids with neighboring states (Cameroon, Republic of Congo, Equatorial Guinea) to support regional integration under ECCAS. Increase the rate of access to electricity for populations of the four ECCAS member states concerned. Contribute to Gabon's 2026-2030 National Development and Competitiveness Plan (PNCD) target of exploiting more than 13% of the country's hydroelectric potential. Generate approximately 4,000 jobs during the construction phase and permanent operational employment. Support economic diversification through local resource transformation industries.
