The Maritime Link between the Comoros Islands is intended to improve passenger and cargo connections among Moroni, Fomboni and Mutsamudu through safer port interfaces, maritime services and supporting infrastructure. The PAP II baseline focused on feasibility studies and designs, with an estimated preparation cost of USD 2 million.
World Bank and African Development Bank programmes have since financed inter-island connectivity, port resilience, maritime safety and port-modernisation components. The African Development Bank formally launched a USD 137 million maritime-corridor project in 2025. Because these later operations are implementation financing rather than the original PAP II preparation cost, they are described in progress and financing comments and are not added to the PAP II `total_cost`.
The project aims to establish reliable maritime links among the principal Comoros islands, particularly Moroni on Grande Comore, Fomboni on Mohéli and Mutsamudu on Anjouan. The wider implementation concept includes port rehabilitation and resilience, navigation and safety systems, vessels or service arrangements and improved movement of passengers and cargo.
The project submission was a preparation-stage concept and identified USD 2 million for feasibility studies and designs. The database had previously mixed unsupported physical and financial values.
The World Bank inter-island connectivity operation and the AfDB maritime-corridor programme provide strong evidence that related port and maritime-safety components have moved into financed implementation.
The project is therefore coded at S4A for 2025-2026. This recognises financed implementation and procurement preparation while avoiding an unsupported S4B construction claim. Country-table changes are excluded because the database does not yet distinguish Comoros as the project state from other beneficiary or regional entries.
