SCIDA II strengthened IGAD's institutional capacity for drought resilience in the Horn of Africa through data, coordination, policy support and regional programming. Later SCIDA III activities build on this institutional work. The programme should be treated as a completed or superseded capacity-building phase with its results preserved in programme history.
