The Fes-Oujda Motorway Link is the Moroccan missing section required to connect the eastern end of the Fes-Oujda motorway with Algeria's East-West motorway near the international border. The approved PAP II scope is approximately 24 km and forms part of the central Trans-Maghreb Motorway Axis linking Morocco, Algeria and Tunisia.
The project remains a defined regional missing link. The Union for the Mediterranean continues to describe the Moroccan and Tunisian border sections as outstanding and identifies completion of design and preparation of the fundraising plan as the next steps. No current official procurement, contract-award, contractor-mobilisation or physical-construction evidence was identified for the specific Moroccan border section.
The project will construct an approximately 24 km dual-carriage motorway from the terminal part of the Fes-Oujda motorway to the Moroccan-Algerian border, where it is intended to connect with Algeria's East-West motorway. It is one of two missing links in the central section of the Trans-Maghreb Motorway Axis; the other is the Bou Salem-Algerian border section in Tunisia.
The link is intended to provide continuity along the wider Agadir-Ras Jedir motorway corridor and improve regional mobility, road safety and trade. The PAP II baseline identifies Morocco as the submitting and implementing state, with wider Trans-Maghreb users benefiting from the connection.
Current UfM reporting still identifies the Oujda-border section as an outstanding missing link and states that design completion and fundraising preparation remain necessary. Construction of other motorway sections in Morocco or Algeria must not be reported as implementation of this specific cross-border link.
Construct the missing motorway connection between the Fes-Oujda motorway and the Algerian border; improve continuity of the Trans-Maghreb Motorway Axis; reduce travel time and road-safety risks; and strengthen regional mobility and trade among Maghreb countries.
