Programme Details
Description
The overall objective of the programme is to improve water quality and availability through strategic and sustainable management of the LVB via regional IWRM investments and related measures. In addition to an environmentally sound and economically viable management of the water resources, the set of measures will have a positive effect on the enhancement of regional economic integration, to the preservation of Biodiversity, and to prevention of conflicts. To achieve the objective, an integrated and programmatic regional approach was established with the following specific objectives:
(i) Specific Objective 1: LVBC Secretariat performs its function of strategic regional water resource management; and
(ii) Specific Objective 2: Effluents into the Lake Victoria are reduced through targeted infrastructure investments in wastewater collection and treatment, and solid waste management and sensitization of beneficiaries.
Background
The Lake Victoria Basin Integrated Water Resources Management (LVB – IWRM) Programme is a coordinated and systematic cross-border approach for sustainable development, allocation and monitoring of the Lake Victoria water resource. The Programme activities cover five EAC Partner States of Burundi, Kenya, Rwanda, Tanzania, and Uganda.
A lot of transboundary issues make the water management of Lake Victoria challenging and sometimes delicate. Overfishing of the lake, siltation from erosion of deforested watersheds, species introduction, industrial pollution, pollution through municipal wastewater, lack of water storage and runoff from agricultural areas are amongst the most pressing issues in water management of the basin. The LVBC is therefore intensifying its efforts on IWRM, to address the urgent need for regional coordination among the Partner States.
Expected Results
Water quality of Lake Victoria is improved through implementation of five High Priority Infrastructure (HPIs) investment projects. These projects will contribute to a reduction of inflow of untreated wastewater and reduce the degradation of natural resources of the Lake Victoria Basin.

2. Construction for Faecal sludge treatment plant in Muhanga and Huye towns (Rwanda)
3. Construction of Trunk Sewer and Industrial Wastewater Treatment Plant (WWTP) at Nyakato Area (Tanzania)
4. Rehabilitation and Augmentation of Homa Bay Sewerage System and Last Mile Connectivity (Kenya)
5. Large-scale collective sanitation of the town of Ngozi (Burundi)

- Six (6) industries connected to the WWTP
4. Rehabilitation and Augmentation of Homa Bay Sewerage System and Last Mile Connectivity (Kenya)
- Fully rehabilitated wastewater treatment plant to complying with effluent discharge limits
- Rehabilitated and extended wastewater collection network
- Improved sanitation to benefit approximately 100,000 residents of Homabay town
- Extended water supply network to connect additional 3,000 households
5. Large-scale collective sanitation of the town of Ngozi (Burundi)
- A wastewater treatment plant is built in the town of Ngozi
- 60 public institutions and companies connected and connected to the treatment plant
- 500 households connected to the wastewater treatment plant
- 450 blocks of latrines built in public places and schools
